Vimeo publishes its own maximum delivery bitrates. A 4K H.264 rendition is capped at 22 Mbps and a 4K HDR rendition at 16 Mbps, and both are ceilings rather than targets. Here is the whole published ladder, the pixel thresholds that decide whether you get a 4K rendition at all, what Vimeo will and will not say about 8K, and what the same file does on a host with no ladder under it.

The short answer
Both numbers come from Vimeo’s own playback-resolution documentation, which publishes a maximum delivery bitrate for every rendition it makes. The H.264 ladder tops out at 22 Mbps at 4K. The separate ladder used for HDR and above-4K uploads, delivered in HEVC, tops out at 16 Mbps at 4K.

This is not a measurement and it is not an estimate. Vimeo publishes the whole ladder, resolution by resolution, and states plainly what happens to your file on the way in: during transcoding, your video is re-encoded into several formats. Whatever you uploaded is not what plays. What plays is the rendition the player picks off the table below.
That single fact settles most of the arguments people have about Vimeo quality. If you exported a 4K master at 80 Mbps and the version on the site looks softer than the file on your desk, nothing went wrong. The ceiling did its job. These are the maximum delivery bitrates Vimeo lists for its H.264 renditions. The player chooses among them based on the viewer’s connection, screen and settings, which is what an adaptive ladder is for.

Read the gaps between the rungs and you can see what the ladder is for. From 540p to 4K the bitrate goes up roughly fifteenfold, so the player has somewhere to go when a connection sags, and a viewer on a train stays watching instead of staring at a spinner. That is a genuine engineering achievement and it is why every mass-market platform is built this way.
It also means the 22 Mbps number is the best case, and most viewers never reach it. A person watching in a small window on a laptop is being served a lower rung, on purpose, because the player is optimising for smooth playback rather than for your grade. The ceiling is what your work can reach when everything goes right, not what it typically gets.
Worth noticing on the audio row
Read the word “maximum”
Vimeo is explicit about this, in a sentence directly under the table: the bitrates listed for each resolution are a maximum, which means your video could transcode at a lower bitrate depending on the complexity of the image.
So the honest phrasing is always “up to 22 Mbps”, never “22 Mbps”. A locked-off interview against a plain wall is cheap to encode and will land well under the ceiling. Handheld footage in a forest, a snowstorm, confetti, water, film grain, a slow push through smoke: those are expensive, they will be pushed at the ceiling, and the ceiling is where they will fall apart first. The material most likely to need the headroom is exactly the material that runs out of it.
This also means you cannot test your way to a guarantee. Uploading one clip, measuring the stream and finding 21.4 Mbps tells you what that clip got on that day. It is not a floor for the next one.
The part nobody reads
Vimeo only produces a given rendition when your upload clears a dimension threshold. Clear it and the rendition exists. Miss it and the top of your ladder quietly becomes the rung below.

UHD at 3840x2160 and DCI 4K at 4096x2160 both clear the 4K gate comfortably. So does a 2.39:1 crop of UHD at 3840x1606, because the larger dimension is still 3,840px. So does a vertical 2160x3840.
The exports that lose the top rung are the odd ones. A scope master finished at 3456x1440 clears neither gate: 3,456 is under 3,648 and 1,440 is under 2,052. Vimeo will happily accept it, and the best rendition anyone can ever watch is 2K at up to 12 Mbps, a bit over half the bitrate you thought you were getting. The same trap catches downscaled 3200x1800 masters, some anamorphic desqueezes, and anything a client asked you to fit inside a specific pixel budget.
The practical rule: if you want the 4K rung, keep the long edge at 3,648px or more. If your finish genuinely lives at another size, know in advance which rung you are landing on, because nothing in the interface tells you.
The version of this that catches people
Above 4K
The rendition table stops at 4K. Everything Vimeo says about 5K, 6K, 7K and 8K is about codec and conditions, never about bitrate, and the conditions are strict.
Vimeo states that videos beyond 4K will be delivered using the HEVC (H.265) codec, and stops there. The maximum-bitrate table it publishes for every other rendition simply has no row above 4K. Any 8K delivery figure you have seen attributed to Vimeo did not come from Vimeo.
In Vimeo's own words, it will only generate a 5K to 8K transcode if the creator uploaded it as an HDR video that has greater than 5K resolution. An 8K standard-dynamic-range master does not get an 8K rendition. It gets 4K, at up to 22 Mbps, like everything else.
Above-4K playback works on Safari 11 and up, Edge 15 and up with supported hardware, macOS 10.13 and up and Windows 10. Vimeo explicitly excludes mobile devices, iOS and Android, including the Vimeo app and mobile browsers. If your viewer is on a phone, the feature does not exist for them.
Put those three together and the marketing line on Vimeo’s pricing page, that videos hosted on Vimeo can stream up to 4K Ultra HD, turns out to be the accurate description of what the platform does. Above 4K is a narrow, conditional, desktop-only path with no published quality figure attached to it.
It is also the one part of the ladder nobody can plan around. With 4K you at least know the ceiling and can decide whether it is enough. Above 4K there is no number to weigh, no way to tell a client what they will actually see, and a device list that excludes every phone. For a deliverable that has to be defensible, an undocumented rendition is worse than a documented low one.

The engineering caveat matters more than the marketing. Playback here depends on the viewer’s hardware decoder, and the practical browser decode band sits around 300 to 400 Mbps. That is a property of the machines people watch on, not a number on a rate card, and it is the reason a sensible viewing export lives around 100 to 200 Mbps rather than at the top of whatever your NLE will write.
The bandwidth arithmetic is worth knowing before you celebrate. An hour of 22 Mbps playback moves about 10 GB. An hour at 200 Mbps moves about 90 GB. Nine times the quality costs nine times the traffic, which is precisely why platforms build ladders in the first place. Bandwidth is not metered here, on any plan including the free one, so the cost of that traffic is not yours to carry. It is still real, and it lands on your viewer’s connection.
The honest part
There is no adaptive ladder here. That is the design, and it cuts both ways. A viewer with plenty of bandwidth gets your grade at the bitrate you exported it at, with no silent downgrade in the middle of the third act. A viewer on a bad connection buffers, because there is no 540p rung at 1.5 Mbps waiting underneath to rescue the playback.
So be clear-eyed about who is watching. If your producer approves cuts on a phone during a commute, on a train, on hotel wifi, or on a rural connection, Vimeo will give them a smoother hour than we will. Its ladder is doing exactly the job it was built for, and 540p that plays beats 4K that stalls. The same goes for a public marketing video with a wide, unknown audience: reach and reliability beat fidelity there, every time.
The trade flips when the viewer is a colorist checking a grade, a DP reviewing a look, a festival programmer on a calibrated screen, or a client signing off on a deliverable. Those people are on real connections, looking at real displays, and the difference between 22 Mbps and the master is the whole point of the conversation. That is the reader this page is for. If it is you, the exit route is documented in leaving Vimeo, and the reason your uploads changed appearance is in why Vimeo videos look worse.
One more thing Vimeo has that is not replicated here: the player, the marketing tools, the OTT and channel products, the audience. If any of those are load-bearing in your business, the 22 Mbps ceiling is a price worth paying and you should keep paying it.
What to do with the number
Vimeo recommends uploading 4K at 30 to 60 Mbps, 2K at 20 to 30, 1080p at 10 to 20, and setting a constant rate factor of 18 or below, in H.264 High Profile, ProRes 422 HQ or HEVC. Every one of those figures is above what the matching rendition will deliver. That is correct advice: the encoder needs clean data to work from, and feeding it a squeezed file just stacks one generation of compression on another.
The gap between the two sets of numbers is the whole story of this page. Vimeo asks for 30 to 60 Mbps at 4K and delivers up to 22. At the top of its own recommended range, that is roughly a third of the data you handed over surviving the trip to your viewer, and at the bottom of the range it is still a substantial cut. The same shape repeats at every rung: 10 to 20 Mbps recommended at 1080p against up to 7 delivered, 20 to 30 at 2K against up to 12.
