Vimeo lets you export the list of buyers who opted in to your updates. Upload it in your On Demand dashboard: every listed email gets a free access link, and the film opens from that link with no account.

Take the buyer list (CSV) Vimeo lets you export from your On Demand page.
Upload
Pick the film in your dashboard and paste or upload the list. A column named email is enough.
Done
Every address gets the same email a buyer here gets, with the link that opens the film. Addresses that already hold it are skipped.

On Demand (USD 39 a month or USD 429 a year, eleven months for twelve) is billed separately from the plan and can be cancelled any time without touching your storage. The import runs from your dashboard, with nothing to book and nothing to pay for it.

Export your buyers and your sales
From your Vimeo On Demand page, export the opted-in buyer CSV and your sales data. After the shutdown there is nothing left to export.
Download your originals
From your Vimeo library, download every source file you still have there. Check that it is the original, not a re-encoded version.
Re-host
Put the films where they will sell next. Test playback and download before you announce anything.
Re-grant prior buyers
They paid once. Make sure the film follows them, by a free link or whatever rule you choose.
Set your prices
Streaming, download, or both, per film. Decide before you announce the new address.
